What's at stake

A missed H-15 doesn't stay a paperwork problem.

An inactive well more than 25 years old must demonstrate it isn't a threat to usable groundwater to keep its plugging extension. The framework is Statewide Rule 15 (16 TAC §3.15) and Natural Resources Code §89.023.

When the testing or the filing doesn't happen, the sequence that may follow is procedural, not instant: the extension may be denied, the Commission may issue a 30-day pre-severance certified notice, and P-5 renewal and severance or sealing may follow from there. Every step is an RRC action on the RRC's timeline.

Most operators know all of this. What they don't have is a person whose job it is to watch the cycle, call the district office in time, get a crew to a lease road, and file.

Enroll your inactive wells once. We take the cycle from there:

  • Schedule watch — we build your testing calendar and schedule each well early in its window, so a weather day or an access problem still leaves room to work
  • District notice — we make the required notice to the district office and retain the confirmation
  • Field testing — acoustic fluid-level testing performed by Plumb Bob Services personnel with our own equipment
  • Filing — we prepare the H-15 package, you verify it, and we submit through properly delegated credentials at your direction
  • Next cycle — next year's testing is on our calendar before we close this year's file

You get a copy of everything: the notice confirmation, the raw instrument output, the field-test record, and the submission receipt.

Single-well and project testing

One well, one lease, or a one-time catch-up on a backlog. Same equipment, same personnel, same package — without ongoing enrollment. Common for operators trying us out before enrolling, or working through wells acquired mid-year.

Delegated submission

Submission occurs only through properly delegated credentials after you verify the package.

You remain the operator of record and remain responsible for your wells and your filings. The Railroad Commission controls acceptance and approval of every notice, filing, and extension. We do not guarantee any agency outcome or compliance result.

The process

    01 — You send the list

    Your P-5 number is enough to start. We return your inactive well inventory, where each well sits in the testing cycle, and what the work costs. No obligation — a fair number of operators use the review just to see where they stand.

  2. 02 — We agree on scope

    A signed service agreement, a named-well work order, and filing delegation from a company-domain signer. This is the last paperwork you touch until the receipts come back.

  3. 03 — We notify the district

    Required notice to the district office ahead of the test, with the confirmation retained in your file. We handle the timing, the call, and the follow-up.

  4. 04 — We test the well

    Acoustic fluid-level testing at the wellhead. Raw instrument output is preserved unedited alongside our field record, so the underlying data is there if a result is ever questioned.

  5. Your step

    05 — You verify, we submit

    You review the package and confirm it. We submit through delegated credentials and send you the receipt, and next year's test is scheduled before we close this year's file.

What you get back: the notice confirmation, the raw instrument output, the field-test record, and the submission receipt.
